HTML files
Creating a website this way requires coding skills, access to FTP, knowledge of how your hosting works and access to image manipulation software to prepare pictures. This is important because a website that is regularly updated will perform much better in search engine results. Google (and others) take the view that if a website is regularly updated it is more likely to have information that is useful to their users.
This makes sense. Prices, products and services change and there is no point in keeping out of date information on your website. With a CMS, the business owner, an admin person, a third party or the web designer can all be delegated to keep the website fresh and up to date. So as a business owner you can add a new page about a new product, change prices and add new photos without having to put the changes in the work queue of a webmaster.
